What Happened at Our Meeting
on
4th February, 2004

Acting Pres. Rudy opened today's meeting with a hardy welcome to all who are present today. Since we had no visitors or guests we went ahead with a big welcome back to Rtn Kenny who said he was in Canada and was happy to be back.

Then it was birthday time. This week's birthday boy was none other then our program chairman Dr. Tony. He chose his birthday song leader PP Taj to lead his birthday song.

Acting Pres. Rudy called upon Program Chairman Dr Tony to introduce our guest speaker. He introduced Mr. Anthony Chan who is the Chief Pharmacist from the Department of Health.

Mr. Chan told us that he although he is from the Department of Health of the Hong Kong Government he will talk about his own specialized field, which is the regulator of
Medicine. He showed us a slide with the letters HK 12345 and asked if anyone present know, or seen what this label is used for. He then told us this label appears on all medicine, which are registered & approved under regulation of the government. It proves the quality and effectiveness of the medicine and is up to the required standards. The first question you might ask, "What is a medicine?" What you called medicine depends on two things. One is what it contains and second what it can do. Alternatively if the substance is used for diagnosis or treatment or prevention of a disease then it is classified as medicine. He demonstrated his point by holding up a bottle of distilled water and ask, "Is this a medicine?" We all know that it is only distilled water. But if this bottle has a label claiming that it can cure cancer. Following the definition of what is a medicine then this is no longer just water but because it claims to be able to cure cancer then it is classified as medicine.

How do we judge whether it can pass the licensing authority to approve this as a medicine. Mr. Chan told us there are three criteria to get approval. The three criteria are

1) Safety
2) Effectiveness
3) Quality

The last criteria are easily passed because the manufacturers have claimed that this water has been manufactured under strict hygienic condition using strict control.

The third criteria can be approved with no problem because it is very safe to drink

However, the second criteria will be hard to prove because you have to do extensive test on animals to show that it can cure cancer. Then you have to do test on humans to show it cures cancer.

He then showed us statistics showing us that there are now around 21,000 substances, which are classified as medicine is Hong Kong. The statistic shows there are various countries having numbers of medicine being sold in Hong Kong. Of these 21,000 around a third are manufactured locally. There are around 30. The next largest source of medicine is the United States followed by Japan then UK. However, these statistics are constantly changing.

A question from the floor revealed that even traditional Chinese medicine would be required to be registered by middle of 2004.

Rtn. Dr. Tony himself came up to thank the speaker for a very interesting talk.

Acting Pres. Rudy closed the meeting by making a toast to RI together with The Rotary Club of Hong Kong Island East.
