PDG Peter then introduced Mr. Charles H.Y. Yeung a solicitor who is also a golfer. He is going to talk to us about the "Rules of Golf".
In this year 2004 there are now maximum size of club heads & maximum length of driver shafts that we must all adhere to after Jan., 2005 These limits are 470 cc for the driver heads and 48 inches for the maximum length of drivers. However there are still no agreements on the trampoline effect of the driver head that is the coefficient of restitution effect of the driver heads.
Mr. Yeung started by explaining that there are two ruling authority. One is the Royal & Ancient Golf Club of St. Andrews and the other one is the Golf Association of USA. The R& A was established in 1754. by 22 nobleman of the Kingdom of Fife. Whereas the United States Golf Association was founded in 1894. Most of the world's golf association are affiliated with the R & A. Only one country which is affiliated with the USGA is Mexico. These two authorities governs the whole of golf in the world. They meet every four years to update the rules of golf. The most recent version of the rules of golf was published on January 2004. In addition to this there is another publication called the Decision of Rules of Golf which is published every two years. This second publication updates the Rules of Golf. This is published every two years.
Then Mr.Yeung proceeded to talk about the lost ball situation. There were lots of differences of opinions on what constituted a lost ball. and how to determine what is a lost ball. He proceeded to explain all in a very amusing way. There were a lot of opinions on this subject. Mr. Yeung gave out sleeves of golf balls for the correct answer. In the end everyone enjoyed his talk. Mr. Yeung showed us a video of some very interesting rulings especially the Tiger Woods hitting his ball which landed behind a huge rock that blocked his next shot. Since the rock was not imbedded he was allowed to move the rock with the help of many spectators. He then played his next shot to the green. The ruling on this situation is that of definition of loose impediment. As long as the object is not growing or imbedded it is not an immovable object and it does not take in consideration the size of that object. Therefore Tiger Woods got the assistance from his substantial gallery in moving a loose impediment. Mr. Yeung then showed us the video of that situation. As we were running out of time, Pres. Henry thanked the speaker for a very interesting talk and presented the speaker with a picture of himself in action.
Pres. Henry then closed the meeting and proposed a toast to RI coupled with the Rotary Club of Hong Kong Island East.
The Past Presidents council of this club was established some four decades ago on an advisory capacity to unsolved matters of the club and had been operating smoothly ever since. According to the articles in our club's By-Laws, all past presidents of the club are automatically invited to join the council. The council members should meet at least once a year for fellowship and discussion of club's affairs.
On the 50th year of our charter, we have elected at open meeting, PP Tim Lui as our council chairman. As a knowledgeable person in social affairs, it is considered a right choice to lead the council.
During his year as chairman, PP Tim Lui called the first meeting of all the members and families for a buffet dinner held at his residence with plenty of delicious food and well-matured wines. The gathering ended near mid-night. A group picture was taken to memorize those present as follows:
